The Underground Description

Although Primia City is the pride of the East, something dark lurks beneath Perenar's capital. A vast network of canals carved painstakingly out of the rock, lit only by whatever light you bring with you... until you reach the true Underground, that is. A bustling community, mainly consisting of black-market trades and untrustworthy characters, makes its home here. Residents of Primia will avoid talking about it; the cold truth is, it exists.
The canals themselves are bordered by makeshift walkways wide enough for a fully-grown dragon to cross. The strange thing about the Underground is, dealings in rare creatures are frequent and common. Dragons, as mentioned before, are a particularly common exchange. However, there is an unspoken agreement that if a creature was not caught in the surface world, it is free to roam through the Underground without fear of being attacked or captured.
